When one of your friends says a phrase in a particularly whiny and fast-paced way that it sounds like all the words are joined into one and overall resembles complete and utter jibberish unless you knew what that person normally says in a given time. Often used when replying with the phrase "not very bad" to someone, but the phrase can be anything.
