A term with a stupid origin. The word "balt" supposedly has no meaning, but when combined with the name "Mickey" (based off of Mickey Mouse) it is a multi-use word/term for any situation. It could be used to express your mood, describe something, or just randomly say it for no reason at all. A word of caution; No one will know what you're talking about 100% of the time. Make sure to do it anonymously or with friends as to not come off as an insane person.
