Locel, short for "low cell," is text indicating low battery level that used to be displayed on phone pagers, back when those were a thing. The letters were chosen because they can be depicted on seven-segment LED displays, which are primarily designed for showing numbers, and the letters were shown in all caps, e.g. "LO CELL". When used as a slang term, "locel" or "low cell" indicates someone is tired or out of energy, and is a nod to the 90s.
