A person who hangs around the streets and partakes in activities not viewed as normal from "normal" people. Such activities may include: -Doing drugs, usually meth but can be other drugs ranging from weed to fentynal. -Acting like a crazy homeless person. A tweeker is not always homeless or unemployed but in most cases this is a fitting description.
