An idiom to prove a point that something to do is hopeless without any benefits, no matter how hard that you try. The point is that the act of pushing forward, in this case, can be compared to a train that pushes itself forward by its propulsion, and if the effort of pushing forward is done too strong and not showing any signs of finishing its course, then a problem will be helpless and hopeless.
