Refers to the hierarchical practices that exsist at OCC (Orange County Corrections) that require an inmate, that wants to interact with a Corrections Officer directly, to interact with the senior member of their race who will decide if wether or not to pass the information or inquiry on to the CO on duty in the common area who is usually located in a secure zone behind a window, but if an inmate does not follow that procedure and chooses to talk to the CO directly then he is in violation of the inmates standards of behavior, all the other inmates of the same RACE as the violator will announce “to the window! To the wall!” And will convey the inmate from the window where he tried to circumvent the standards to a wall nearby, where the group en masse will provide an extensive ass beating to the inmate, the thrashing will have a duration that will equal the amount of time it takes for one of the punishers to have exerted enough effort for “sweat to run down their balls” (This is the origin of the lyrics used in the song “get low” by Lil’ Jon and the East side Boys.
