Gaswere is a compound word consisting of the two words "gas" and "were". So the literal meaning of "gaswere" is "where is the gas". It used to be "gaswHere" but the H was removed but the colonizers when they came to Rwanda. This term is commonly used by roadmen when they're going to pump gas and they don't know where the gas station is.
