1. A combination of bitch(female dog) and babble(To utter a meaningless confusion of words or sounds). It describes the phenomenon of a woman speaking nonsense, throwing around syllables that have no meaning, going around in circles aimlessly, usually ending in said woman proclaiming "What were we talking about?"
