When a street gang is ruled by three or fewer gang leaders. These elite members of the gang (usually the one or one's who started the gang) rule the gang completely without dissent from other gang members with a smaller rank. A gang can only be a "oligang" when the elite of the gang have total and supreme control of the gang as a whole.
