1. Short for “Involuntarily Celibate”. Literally meaning a person who is celibate but not by choice, or in simpler terms, someone who is least fit for sexual reproduction and is unable to find a sexual partner. 2. It can also be used to describe someone who, due to their lack of romantic experience, believes that having a romantic partner will instantly make their life better and/or more enjoyable. -Both terms are usually used as an insult on online culture.
