It is someone who's kind of a frenemy. Sometimes he is nice but more often than not he is not really nice, but you hang out with him anyway because you don't have any other friends, or to exploit some other advantage, for example, a safe space for practicing socializing. Usually it is someone who is, frankly, kinda dim-witted, and definitely a bad example of a role-model. Usually a friend first becomes a dubedos, then becoming a hater. Or just stays in the dubedos phase.
