Jail was never meant to be the safest, most pleasant utopia kind of place for anybody. Not everybody from inmate to CO is going to like the way a jail is run, but a jail is there is deter crime and be a dystopian kind of place. People in jail shouldn't be dying, getting hurt, or getting sick for no reason or over nothing, but jail isn't meant to become a safe place people want to go, since that would make people want to commit crime. If anything, now that death penalties have either been abolished or reduced to injections instead of the more gruesome routes to death, jails are about as safe as they can get already.
