When someone or something is repeatedly called overrated to the point that it becomes underrated by proxy. Vince Carter was an NBA star who played well in his prime, but he had minimal playoff success and he alienated fans when he forced his way out of Toronto. Despite his stats, he never really elevated teams to that next level. As a result, fans often label him as one the most overrated players of all time. People don't appreciate how good of a player he was and he has arguably become underrated as a result.
