Back in the 1970’s Louisiana high schools had an alternative education curriculum for non college bound students. Mostly make, the students took courses in “shop” (welding, carpentry, farming). The name of the program was “Vocational Agriculture Program”, or “VAP”. Since most of these students underperformed in the academic areas other students assumed they lacked intelligence and they were bullied with the nickname “VAP”, which came to be synonymous with stupid, ignorant or retarded. It was a cruel tool which was widely used in a very mean way. I’m from Saint Martinville, LA , and the term was prevalent in the 60’s end 70’s, but I don’t know if it was used in other schools or communities.
