To claim complete loyalty to one group while they have the power to best benifit your interests, and then to immediately switch over to another group as they better suit your interest. This is often done while betraying a number of people who have trust you and placed their faith in your ability to represent them, you essentially scam people. This is named after David Emerson, the Liberal-turned-Conservative from Vancouver-Kingsway, who defected from the Canadian Liberal Party when a cabinet position was offered to him, essentially scamming his entire riding who were not voting for him as an indivdual, but for the liberal party.
