Someone who will avoid any kind of actual hard work and instead rely on the hard working tax payers to support them. Despite being fully capable and able bodies, they focus their talents on finding new and innovative ways to game the system. Their struggle becomes increasingly more difficult with each new game, and eventually, beating the system becomes a full time job just to stay out of foreclosure.
