When a man with an above avrage penis whips it out to assert his domance over another man or group of men. Named after 36th president Lindon B. Johnson who would often brag about, and show off, his large penis to political opponents in order to assert his domance. Note: confidence is arguably more important then size in pulling off the Johnson Manuever. A man can assert his domance over another man with a larger penis. So long as the first man has the confidence to back it up. However, if both men have equal confidence then the maneuver quickly devols in to physical violence or a litteral dick measuring contest.
