When a peaceful protester crosses the of line into rioter, it is run by "proagitators". A protest run peacefully doesn't attack or agitate whomever/whatever they are protesting against, they show strength in numbers and enter discussions to make change. A proagitator attends a peaceful protest and unconsciously or purposely follows those that steer the protest into a riot. The peaceful protester will keep proagitators from harming their cause, while the proagitator will do nothing to stop the interference or will actively encourage the wrong example & message. See news report on YouTube titled "Rioters in Va. terrorize mother, daughter in car, 911 operator refuses to send help" for an audible example.
