There are businesses big enough to thrive without customers that dont wear masks. There are also national chains that have suffered during the pandemic from all the lost customers. Most businesses have as much need of their customers spending as their customers have need of the goods and services the company/business provides. The idea is the king/queen has as much (or as little) need of his/her subjects as they have of their king/queen, and the king/queen/Pope was never the only one with the power to cut heads off, even if it's mostly the king/queen/Pope giving out all the orders.
