An adjective to describe someone who acts a fool, does something stupid, or is by nature a straight-up dumbass. The term originated from mimicking the motion of stroking a peen while making a noise that sounds like it is coming from a special needs child. The shortened term is "stroke" which has the same meaning and usage as "stroker".
