Irene is the Romanian deity of procrastination, "pulling an Irene" means leaving something for the last minute and not doing it anyway, usually coming up with a lame excuse not to do something one should or was expected to do. Originally a popular saying in Romania and loosely translated and popularised by the Romanian community in the UK.
