Often used by those trying to get laid, wannabes, and those who want to seem in the know. Occasionally it is used to insulate from suppositions that you are racist, sexist, etc. Essentially, its trying to win friends by jumping on any support campaign that rolls by. This has major backfire potential, reference James Franco "timesup" story.
