This originated during the 2017 NBA Finals. When the Cleveland Cavaliers went down three games to nothing in the series, many fans were saying "Cavs in 7" in hopes of the Golden State Warriors blowing the lead as they let go of a 3-1 lead in 2016. The phrase is now used by many to mock the Cleveland fans who believed they would win four straight and win back-to-back championships.
