Permanently Pissed Off. This is a person who's normal look is pissed off. Someone who never smiles or rarely. Someone who is never happy or very rarely 1% of the time. People seem to tow the line with such a person, or try to guess why they are pissed off or try to do stuff to make them happy and smile. Which they do smile for a few seconds and then go back to being pissed off
