Coined by Gibbs himself, it is short for 'Gibb's First law of relational-dynamics' It states that: No relationship between two persons can ever remain purely platonic, it will either end with one member (usually the male) feeling friendzoned and thus ending the relationship after they lose all hope, or with the relationship becoming romantic, in which case Gibb's Second Law must apply as Gibbs is always right.
